Doesn't sound very thrustworthy to me. 30 years of established intelligence gathering ? The U.S. doesn't seem to care about foreign nationals rights. This sounds to me as if they would spy on any non U.S. Citizen as much as they want to.

Who do they think they are the kidding? With the Echelon supercomputers they are already (and have been) listening to all communications anyway. These laws they are trying to subvert are just their way of covering their asses. Regardless of the written laws, they will do as they please, just as they have always done.
