Certainly you might think that, but the code of conduct very specifically states that one is to conduct themselves in the same manner as they would in class at any and all university sponsored events. (excluding sporting events which have their own rule section)

In a public forum, seems to me that the university rules should yield to a few of the constitution's rules. Not completely but a ballance.

Look up the university of florida code of conduct. He clearly broke the rules. He should be expelled along with the two girls who tried to impede campus law enforcement.
