Description: Day Rejects Calls for Probe of Undercover Officers Sat, August 25, 2007 By ALAN FINDLAY, NATIONAL BUREAU OTTAWA -- Canada's Public Safety Minister Stockwell Day is ignoring calls for an investigation into the case of three undercover cops accused of trying to provoke clashes between riot police and protesters at this week's political summit in Montebello. Quebec's provincial police Surete du Quebec admitted late Thursday afternoon that three officers were dressed as militant-looking, bandana-clad protesters at the North American Leaders' Summit of Prime Minister Stephen Harper and the U.S. and Mexico presidents. The Quebec force had initially denied the three men were officers, despite a union-recorded video showing them fleeing into a police line after they were cornered during Monday's demonstrations and denounced by other protesters as "agent provocateurs" of the police. Quebec's Public Security Minister Jacques Dupuis has asked for an explanation by the police. Despite Thursday's admission by the provincial police, Day's office said he stood by remarks made earlier in the week suggesting concerns be directed to the police forces' formal complaints process. In Vancouver yesterday, Day repeated the police position that the undercover officers' cover was blown when they refused to throw stones they were carrying rather than by trying to incite conflict. PROVOCATIVE ROLE "That's simply not credible," said Jaggi Singh of the migrant-rights group No One is Illegal . "It belies belief. It was clearly a (demonstration) line being held by people who wanted to keep the peace." Political critics, union leaders and other groups protesting outside Montebello are demanding the federal government step in. The Communications Energy and Paperworkers Union of Canada has called for an independent judicial inquiry into the case. Union president Dave Coles said questions remain over who ordered the officers to take on such a provocative role. The federal NDP has also called for a public inquiry to determine whether the officers were assigned to provoke violence and who knew about such a plan. NDP critic Peter Julian said the federal government can't simply wash its hands of the issue after overseeing the summit's organization. "I think we've got more questions now at the end of the week than we had at the beginning said NDP critic Peter Julian. "I don't think (Day's) stonewalling is going to cut it." Liberal justice critic Marlene Jennings said Day should have the RCMP Public Complaints Commission investigate.
